Complete Guide to the CCR Certificate and How to Obtain It

The Certificate of Change of Residency (Certificat de Changement de Résidence – CCR) was established to allow Algerian expatriates who plan to return permanently to Algeria, after living abroad for at least three (3) years, to benefit from an exemption from customs duties and other taxes on a limited value of personal belongings, including a motor vehicle.

Terms and conditions:

• Residence abroad:
  • The applicant must have lived abroad continuously for at least three (3) years.
• Legal age:
  • The applicant must be over 19 years old.
• Consular registration:
  • The applicant must be registered as a principal resident with the consular authorities.
• No previous benefit:
  • The applicant or their spouse must not have previously benefited from this certificate.
• Certificate validity:
  • The certificate is valid for six (6) months from the date of issue and cannot be extended.

Documents Required to Obtain a CCR Certificate

The documents required to apply for a Certificate of Change of Residency (CCR) include:

• The original valid consular registration card, along with a copy.
• A valid passport, along with a copy.
• An inventory list of personal belongings, including the new vehicle, duly completed and signed by the applicant. Download the form.
• Vehicle registration documents issued in the applicant’s name, with two (02) copies.
• The original vehicle purchase invoice, with two (02) copies.
• A copy of the valid residence visa issued by the immigration authorities.
• A declaration of honor form, duly completed and signed by the applicant. Download the form.
• Proof of enrollment or training for students and trainees to benefit from a 50% reduction in stamp duty fees.
• Proof of address, such as a copy of the latest utility bill.
• Payment of stamp duty fees. The amount is calculated based on the documents to be certified and the total value of the inventory submitted by the applicant.
• A prepaid registered mail envelope for returning the documents.

According to Algerian customs regulations, the holder of the Certificate of Change of Residency (CCR) must be personally present when completing customs procedures in Algeria. These procedures cannot be completed through a power of attorney (Procuration).

Requirements for Vehicles Exempt from Customs Duties

Vehicles eligible for exemption from customs duties and taxes are subject to several requirements, including:

• Passenger vehicles: The engine capacity must not exceed 1,800 cm³ for gasoline-powered vehicles and 2,000 cm³ for diesel-powered vehicles.
• Utility vehicles: The vehicle’s gross weight must not exceed 5 tons and 950 kg.
• Two-wheeled vehicles: The two-wheeled vehicle must be subject to registration.

Important

Pleasure boats, jet skis, and other marine vessels are not included in the exemption and are subject to customs duties and taxes.

The documents required vary according to the applicant’s professional status when applying for a Certificate of Change of Residency (CCR):

Employees

• A written request addressed to the Consul General.
• Consular registration card.
• Employment certificate and salary statements covering the last three (03) years.
• A copy of the first three pages of a valid passport.
• Residence permit or French national identity card for dual nationals, along with a copy.
• A declaration of honor stating that the applicant has never previously benefited from a Certificate of Change of Residency (CCR).

Non-Employees

• A written request addressed to the Consul General.
• Consular registration card.
• A certificate issued by Pôle emploi for job seekers.
• A copy of the first three pages of a valid passport.
• Residence permit or French national identity card for dual nationals, along with a copy.
• A declaration of honor stating that the applicant has never previously benefited from a Certificate of Change of Residency (CCR).

Students and Trainees

• A written request addressed to the Consul General.
• Consular registration card.
• Enrollment certificates covering the last three years.
• A copy of the first three pages of a valid passport.
• Residence permit or French national identity card for dual nationals, along with a copy.

Traders

• Commercial register, along with a copy.
• Certificate of deregistration from the commercial register, along with a copy.

• A declaration of honor stating that the applicant has never previously benefited from a Certificate of Change of Residency (CCR).

Retirees

• A written request addressed to the Consul General.
• Consular registration card.
• Pension or retirement certificate issued by the French payment agency.
• A copy of the first three pages of a valid passport.
• Residence permit or French national identity card for dual nationals, along with a copy.
• A declaration of honor stating that the applicant has never previously benefited from a Certificate of Change of Residency (CCR).

Documents Required After Approval

After approval, the application file must be completed by providing the original documents, along with copies of the following:

• Temporary vehicle registration certificate, with the address in Algeria.
• Vehicle purchase invoice.
• Vehicle certificate of conformity.
• Inventory list in two copies, including the vehicle.

Maximum Value of Exempt Personal Belongings and Luggage

The maximum value of personal belongings, luggage, and furniture that may be exempt from foreign trade control procedures and from the payment of customs duties and taxes, including the vehicle, is determined as follows:

• Students and trainees: The equivalent of 4,000,000 Algerian dinars in euros, according to the current exchange rate.
• Other citizens: The equivalent of 5,000,000 Algerian dinars in euros, according to the current exchange rate.
