Importing a Car with a Consular Card

First, an important point should be clarified: people commonly refer to this system as importing a car with a consular card, but the legal name is the Certificate of Change of Residency (CCR).

This system is intended for Algerian citizens living abroad who wish to return permanently to Algeria.

The system allows a vehicle and personal belongings to be brought into Algeria while benefiting from customs exemptions, subject to the legally established conditions.

Who Can Benefit from the Certificate of Change of Residency?

To benefit from this system, the following conditions must be met:

The person must be registered with the consulate.
The person must have lived outside Algeria for more than 3 years.
The person must be over 19 years old.
The person may benefit from this system only once in their lifetime.

What Cars Can Be Imported?

The 2026 law allows the importation of:

A gasoline-powered car.
An electric car.

The vehicle must be new or no more than 5 years old.

The vehicle must also enter Algeria personally under the name of the holder of the Certificate of Change of Residency.

The vehicle cannot be sold immediately after entering Algeria, in accordance with the applicable laws.

Engine Capacity and Weight Limits

There are also specific limits, including:

Gasoline cars: up to 1,800 cm³.
Utility vehicles: maximum gross weight of 5.95 tons.

Files and Documents Required to Import a Car with a Consular Card

To complete the car import procedures, the following documents must be prepared:

Applicant Documents

The Certificate of Change of Residency (CCR) issued by the Algerian consulate in the country of residence.
Biometric national identity card.
Certificate of residence in Algeria.
Consular card or consular registration card.

The consular registration card is issued free of charge and is valid for 5 years. To register, the consulate requires a number of documents, including a passport, residence permit, birth certificate, employment certificate or employment contract, in addition to other documents required according to the citizen’s situation.

Vehicle Documents

Foreign vehicle registration card or vehicle registration certificate issued abroad.
Purchase invoice or sales contract proving the transfer of vehicle ownership.

Upon Permanent Return to Algeria

If the citizen is permanently returning to Algeria, they must request deregistration from the consular register in accordance with the applicable procedures.

The Algerian Consulate General in Jeddah explains that a citizen who re-establishes residence within the consular district after benefiting from a Certificate of Change of Residency, after deregistration at their own request, or after an absence of more than 10 years, must complete consular registration again according to the established procedures.

What Is the Importance of the Consular Card When Importing a Car?

The consular card is not, by itself, a vehicle import document. Instead, it is related to the process of benefiting from the Certificate of Change of Residency (CCR).

An Algerian citizen who is registered as a principal resident with a diplomatic or consular mission and has lived regularly and continuously outside Algeria for 3 years may benefit from a Certificate of Change of Residency only once upon permanently returning to Algeria.

The citizen must be registered with the consulate as a principal resident.
Proof of residence outside Algeria for 3 consecutive years without interruption.
The citizen must not have previously benefited from a Certificate of Change of Residency.
The return to Algeria must be for the purpose of permanent settlement.

The consular registration card is issued after completing the registration process and is valid for 5 years and free of charge, according to information published by the Algerian Embassy in Abu Dhabi.

What Cars Can Be Imported Under the CCR?

According to the information published by the embassy, the following means of transport are permitted under the Change of Residency system:

An electric passenger car.
A gasoline-powered passenger car.
A gasoline-electric hybrid passenger car with an engine capacity not exceeding 1,800 cm³.
An electric, gasoline-powered, or hybrid utility vehicle for transporting goods, with a gross weight not exceeding 5,950 kg.
A two-wheeled vehicle subject to registration.

The vehicles may be new or less than 5 years old when entering the customs territory.

The embassy also recommends checking the vehicle’s technical specifications with the consular authorities or Algerian customs before purchasing the vehicle or bringing it into Algeria.
